Directive 2012/34/EU, adopted by the European Parliament and the Council of the European Union and effective from 21 November 2012, establishes a single European railway area. This document aims to improve the quality of rail services by stimulating competition, strengthening market supervision, and enhancing investment conditions. It consolidates and repeals previous directives related to the development, licensing, and management of railway infrastructure. Member States are required to ensure that railway companies have equal access to tracks and stations, promoting transparency and preventing market distortion.
